Introduction of an anti-corruption management system
The University is working to implement an anti-corruption management system (hereinafter referred to as «AMS») in accordance with the requirements of international standard ISO 37001-2016.
The number and composition of AMS documents and their integration into the existing system have been determined. The program «Anti-Corruption Policy» has been developed and approved. Documented procedures for the requirements of ISO 37001 have been developed, taking into account the requirements of the legislation of the Republic of Kazakhstan:
1. Conflict of interest resolution policy;
2. Corruption risk assessment;
3. Gifts and hospitality expenses.
Based on the developed documents and requirements, edited and reintroduced:
1. Anti-corruption standard;
2. Declaration on Conflict of Interest and Compliance with the Anti-Corruption Policy;
3. Notification of receipt of a gift;
4. Additional agreement to the employment contract of the university employee;
5. The job description of the University employee;
6. Supplementary agreement to the educational services contract;
7. Supplementary agreement to contracts with external organizations and business partners.
According to the developed methodology the evaluation of corruption risks in 44 subdivisions of the University was carried out. Risks are digitized and ranked by significance. In the register of estimation of significant corruption risks the measures on minimization and management of risks have been entered, responsible persons have been defined.
On the basis of developed normative documentation of teaching staff and all employees of the university signed «Declaration on conflict of interests and compliance with anti-corruption policy», «Additional agreement to the employment contract» and in a new version «Official instructions of employees» (and all students are familiarized with anti-corruption supplement to the contract of educational services), which provides for responsibility, duties and rights of both employees and employer in the field of corruption risks.
At present, the planned international certification procedure has been postponed due to quarantine imposed by the State Commission in an emergency situation in Kazakhstan.
