The head of MES RK held a meeting with the rectors of the country`s universities at Abai University

On November 19, 2021, at the Abai KazNPU, the Minister of Education and Science of the Republic of Kazakhstan Askhat Aimagambetov held a meeting with the rectors of the country`s universities. The event was also attended by the chairman of the Committee for Quality Assurance in Education and Science of the MES RK Gulzat Kobenova.

During the meeting, the issues of the quality of education in higher educational institutions and the revision of the licensing model of universities, their financing and the allocation of grants, increasing the qualification requirements for specialties were discussed.

Askhat Aimagambetov noted the work of the ministry with the heads of the committees to ensure the quality of education in the regions, the transition to a centralized quality system and reported on changes in the activities of these structures. According to the minister, it is necessary to make their work more systematic, to clearly identify problems and ways to solve them, to strengthen measures to control the activities of universities and colleges, to tighten the issuance of licenses. With regard to accreditation agencies, it is planned to introduce a national quality assurance system standard and revise the rating assessment methodology. The League of Competitive Universities will be formed. The main performance indicators and requirements for the League members will be worked out by the Ministry of Education and Science of the Republic of Kazakhstan together with the rectors of universities.

Gulzat Kobenova spoke about the quality of higher education and the measures taken by the ministry, increasing the responsibility of universities, the need to revise the licensing model, develop educational programs and their compliance with the labor market requirements, increase human capital and intellectual abilities of the younger generation, create a dissertation council, strengthen requirements for scientific journals and to the scientific work of doctoral students and their receipt of academic degrees.

The rector of Abai KazNPU Darkhan Bilyalov noted the great work done to improve the system of higher education in the country. In his opinion, strengthening licensing is a very balanced step. This will lead to an increase in the quality of training of specialists in all spheres of the economy and will make universities more competitive. There is useful international experience in this regard. And, of course, the country`s leading pedagogical university will strive to get into the League.

At the end of the meeting, the rectors expressed their proposals on licensing and accreditation of universities, ranking universities and accreditation bodies, attracting foreign universities and experts, creating a working group to control the processes of professional training of students.
