Prospects for the development of teacher education

On April 14, 2023 in Abai KazNPU an extended meeting of EMA in the field of education "Pedagogical sciences" on the theme "Prospects and development of quality assurance system of pedagogical education" was held. The moderators were the chairman of the EMA-PMT, Rector of Abai KazNPU Darkhan Bilyalov and the chairman of the Committee on quality assurance in science and higher education of MSHE RK Gulzat Kobenova, as well as the vice-rector for academic affairs Gulzhan Djarasova. The representatives of the MSHE RK and 50 higher education institutions of the country engaged in training of personnel in pedagogical direction, regional and city departments of education, secondary and specialized secondary educational institutions took part in the event.

In his speech, Darkhan Biljalov stressed the importance of this meeting with the participation of representatives of the Ministry, noting that the issues discussed have an important role in the development of quality assurance system of teacher education.

Gulzat Kobenova, Chairperson of the Committee for Quality Assurance in the Sphere of Science and Higher Education of the Ministry of National Education and Science of the Republic of Kazakhstan, made a welcome speech and delivered a report on the state policy on quality assurance in higher education at the EMA-PMT meeting. Acting Chairman of the Committee on Higher and Post-graduate Education of the MSHE RK, Banu Narbekova gave a detailed account of the main postulates of the Development Concept of Higher Education and Science in the Republic of Kazakhstan for 2023-2029. Other speakers included Aktolkyn Kulsarieva, vice-rector for strategy, digitalisation and internationalisation, Gulzhan Jarasova, vice-rector for academic affairs, Zhanyl Zhontayeva, director of advanced training programmes at Nazarbayev University, Zhunusova Gulnisa, a key expert of the World Bank project, Adilya Baidildina, Director of Department of Educational Programs Design of Abai KazNPU, Maria Kabysheva, Head of Academic Programs Development Unit of KazNWTTU, Serik Omirbayev, First Vice Rector of "Astana IT University" LLP, Aidos Mukhataev, Director of National Centre for Higher Education Development of the Ministry of Higher Education of the RK, Olga Yanovskaya, Advisor of General Director of Independent Accreditation and Rating Agency (IAAR).

The participants discussed current issues on indicators of international QS WUR rating in the subject area of "Education and Training", educational programmes developed within the WB project "Strengthening Pedagogical Capacity of the Republic of Kazakhstan", the national quality assurance system of education, national accreditation standard, cases and analysis of accreditation as a tool for external quality assurance of teacher education.

In the second half of the meeting thematic reports on specific issues of internal quality assurance system in teacher education were made, where the head of the Office of Higher Education Content Management of the National Centre for Higher Education Development of the MSHE RK Amina Mukhambetova, vice-rectors on academic affairs of Kyzylorda University named after Korkyt Ata Dana Abdrasheva, South Kazakhstan State Teacher Training University Ainash Kudysheva, Pavlodar Teacher Training University and Pavlodar State Pedagogical University spoke within the content standards. Recommendations were also made for further development of the quality assurance system of pedagogical education.
