Discussion of the bill «On the status of the teacher»
December 7, 2018 in Abai Kazakh National Pedagogical University a meeting was held with the participation of the Vice Minister of Education and Science of the Republic of Kazakhstan, Elmira Sukhanberdiyeva, at which the draft law «On the status of the teacher» was discussed.
The event was attended by the Rector of Abai KazNPU, Takir Balykbayev, Vice Minister of Education and Science of the Republic of Kazakhstan, Elmira Sukhanberdiyeva, Deputy Director of the Department of Pre-School and Secondary Education of the Ministry of Education and Science of the Republic of Kazakhstan, Saule Kabimoldayeva, directors of schools and kindergartens, representatives of education, akimat, higher educational institutions of Almaty.
The meeting was opened by the rector Takir Balykbayev, who noted the importance of a comprehensive discussion and study of the issue of raising the status of a Kazakhstani teacher.
Vice-Minister of MES of RK, Elmira Sukhanberdieva: «In total, during the discussion of the draft law, 814 proposals were received, and all of them were considered. Thus, the draft law introduced the concept of «teacher» for all pedagogical workers and persons equated to them... it is proposed to cover all pedagogical workers holding positions in educational organizations engaged in educational and pedagogical activities, regardless of the forms of ownership of educational organizations, as well as persons equated to pedagogical workers ... general provisions, status, pedagogical activity, rights, duties and responsibilities, as well as training, retraining and higher the qualification of the teacher».
In her report, Saule Kabimoldaeva noted a number of major innovations introduced. So, the responsibility for bringing the teacher to unforeseen checks and unusual functions; teacher protection measures in labor disputes, official proceedings, disciplinary investigations, except in cases where they entail a prohibition to engage in educational activities.
As for the retraining of teachers in a short time. It allows you to get additional qualifications or pedagogical specialty for educational programs of higher or postgraduate education for persons with higher or technical and vocational education who do not have a pedagogical education.
The certificate on the results of NKT is the main condition for admission to the professional activity of graduates of educational organizations, post-secondary, higher and post-graduate education, and persons without pedagogical and specialized education of TVE. Those who do not have such an education, but at the same time have a technical and professional, post-secondary or higher education and practical experience of at least three years, are given the opportunity of pedagogical retraining and passing the NKT. This category does not include persons who teach special disciplines in educational organizations in accordance with the specifics of the academic discipline.
Mandatory coaching is introduced to assist in the adaptation of young teachers. For the period of one academic year for young and novice teachers who first joined the organization of education, a mentor is assigned from among experienced teachers.
As the speaker stressed, «... the frequency of advanced training is reduced from 5 to 3 years. The teacher must constantly improve his professional skills, intellectual, creative and general scientific level».
KazNPU professor Bakytzhan Toleubekova, Honored Worker of the Republic of Kazakhstan Ayagul Mirazova, also made the presentations.
The meeting participants asked questions about salary increases, housing, protection from unusual functions, unforeseen inspections, reduction of workload, and accounting for length of service upon retirement.
At the end of the meeting, the rector Takir Balykbayev expressed gratitude to MES of RK and wished success in the implementation of the law, so that this law was truly worthy in every sense. The rector emphasized the importance of a comprehensive study of the issue of raising the status of a Kazakhstan teacher: «Work on the draft law «On the status of a teacher»,- the rector said, is already a breakthrough. The head of state gave the task to create such a law - this, I believe, for our teachers is a huge leap into the future of pedagogy. Therefore, first, we must thank the Head of State for the initiative. The teaching profession has always been and will be one of the most important in our society, since the future depends on the level of its professionalism and competence. To address a number of pressing issues, teachers should actively participate in the development of this law. Of course, as the leading pedagogical university in the republic, we will participate in this process in the most active way».
