Deputies discussed the Message of the President

On 15 October, 2018 in Abai Kazakh National Pedagogical University, deputies of the Senate of the Parliament of the Republic of Kazakhstan Toleubek Mukashev, Dinara Noketaeva and a deputy of the Majilis of the Parliament Dulat Kusdauletov met with teachers, scientists and students of the university, where they discussed the Message of the President of the Republic of Kazakhstan Nursultan Nazarbayev to the people of Kazakhstan from 5 October 2018 «Growing Welfare of Kazakh citizens: Increase in Income and Quality of Life».

Opening the meeting, University Rector Professor Takir Balykbayev noted that the President`s address to the people was filled with concern for improving the quality of people`s social and living conditions. The quality and affordability of housing, comfortable and safe living conditions are relevant to the family of every citizen. Education and science occupy the first place among them. That is why the president pays special attention to education. Takir Balykbayev spoke about the prospects for further development of the university, arising from the tasks identified by the president in his Address, as well as the solution of problems related to improving the quality of education in higher educational institutions of the country.

Deputy of the Senate of the Parliament of the Republic of Kazakhstan Dinara Noketaeva in her speech emphasized the leading position of Abai Kazakh National Pedagogical University among the pedagogical universities of the country throughout 90 years of history and noted his outstanding achievements in the field of higher education of the country. She expressed the idea that the tasks set by the head of state in the Address will play the most beneficial role in the further successful development of the country: «The President said that We need to increase expenditures on education, science and healthcare from all sources up to 10% from the GDP within 5 years, that the funds should be used to carry out the planned reforms ensuring significant improvement of quality of services for the population. This is a great achievement. If 10% of the country`s gross domestic product is spent on these industries, then a lot of work will be done.

The President has set a goal to drastically improve the quality of pre-school education. Recalling that the thinking framework, intelligence, creativity, and learning new skills are built in early childhood,the emphasis in education is shifting towards the 4C model: creativity, critical thinking, communication skills and co-working, stressed that in this area we need to review qualification requirements, training methods, the labour remuneration system for teachers and other employees of kindergartens.

«Bearing in mind the greatest importance of work in the field of secondary education», said Dinara Nuketaeva, «The head of state stressed in his message that the teaching system and methods of Nazarbayev Intellectual Schools must become a single standard for state schools. This will be a final stage in reforming school education and professional analysis and guiding of children in terms of choosing the most in-demand professions should be carried out starting from secondary school. At the same time, the Address also raised questions about the status of teachers, their social and housing situation. This is a clear indication of the special care of the president about education».

Deputy of the Senate of the Parliament of the Republic of Kazakhstan Toleubek Mukashev pointed out the interrelation of the President`s Message and the «Rouhani zanguyru» program. Spiritual rebirth requires compliance with the national code. This is the spiritual wealth of our ancestors, which has been accumulated over the centuries. Much depends on the consciousness of people. Therefore, we need to strengthen educational work with young people in order to increase national identity. Particular attention should be paid to labor education. Today, young people, unfortunately, do not show a particular desire to work. That is why we need to pay increased attention to school discipline and develop, or rather, to revive labor education. As you know, 2019 is proclaimed the Year of Youth, and this is a direct opportunity to direct the beneficial efforts of society, the main vector of educational work specifically for the younger generation.

«In his Address», said University Rector Takir Balykbayev, «President Nursultan Nazarbayev stated that it is necessary to develop and adopt the law on the status of a teacher next year. In this regard, it is gratifying to note that university scientists have for many years been working on scientific concepts to raise the status of a teacher; To date, a number of important measures have been taken in this direction. So, in particular, Doctor of Law, Professor Bakytzhan Tuleubekova developed a draft law on the status of a teacher».

Professor Bakytzhan Tuleubekova informed the audience about the legal basis of the future law and shared her views on the prospects for further improvement of this project.

The deputy of the Majilis of the Parliament of the Republic of Kazakhstan Dulat Kusdauletov expressed his opinion on current issues raised in the Address. The head of the Youth Committee, Didarbek Dildarbek and Aruzhan Mutalkhanova, on behalf of the university students expressed in their speeches the unanimous support of the President`s Address.
