Name of vacant position:

Head of the Office of Human Resources Policy

Main job responsibilities:

- Qualitatively and timely perform the duties assigned by the labour contract, internal acts of the Company and this job description;

- fulfil the instructions of the Company`s management within the competence of his/her position;

- increase labour productivity, professional level and qualification for efficient performance of duties;

- coordinate the work of the Company`s structural subdivision in the given position in terms of personnel work and document management, advise the Company`s employees on the issues of personnel management and labour legislation, as well as document management;

- Conduct systematic analyses of the Company`s HR management and document management and develop proposals for its improvement;

- participate in official investigations on behalf of the Chairman of the Management Board - Rector of the Company and prepare materials on imposing disciplinary sanctions on employees who have committed violations of the Company`s labour discipline;

- perform other duties within the scope of authority and competence of his/her position, as well as those stipulated by the labour legislation and other laws of the Republic of Kazakhstan.

Education:

higher (or postgraduate) humanitarian or economic education

Required professional experience (duration, field, other)

work experience of at least 5 years

Professional Competencies:

- head of Division should know: legislative, other normative legal acts and methodological materials on personnel management;

- legislation on pension provision, structure and staffing of the organisation, its profile, specialisation and development prospects;

- personnel policy and strategy of the organisation;

- the procedure for making forecasts, determining prospective and current needs in personnel, sources of providing the organisation with personnel, the state of the labour market;

- systems and methods of personnel assessment;

- methods of analysing the professional and qualification structure of personnel;

- the procedure for drawing up, maintaining and storing documents related to personnel and their movement, etc.

Personal competences and qualities:

Communication skills, responsibility, honesty, commitment, punctuality, leadership, ability to work in a team and under conditions of uncertainty, flexibility, adaptability, time management, managerial and presentation skills, developed emotional intelligence, stress resistance.

Knowledge of languages, including the state language (list of languages the candidate must be proficient in)

Kazakh - fluently

Russian - fluently

Computer Skills:

Fluent in MS Office package (Word, Outlook), Excel, Google Drive/Docs/Meet, ZOOM, PowerPoint, e-mail, document management, 1C:8.3.ZIK, Enbek KZ, National Educational Database.
