Head of the Software Development Department

The main functional responsibilities of the structural unit:

       • manages the department;

• conducts software development according to the provided terms of reference;

• coordinates the work of the University`s Information Systems Development Department;

• accepts the completed work of the department staff on assigned tasks;

• ensures compliance with the rules and safety instructions of the department`s employees;

• monitors compliance with established requirements, applicable norms, rules and standards in the department;

• organizes work to improve the scientific and technical knowledge of the department`s employees;

• responsible for the development and sustainable functioning of the methodological and technical complexes of the department;

• plans logistical support for management;

• Provides human resources management support;

• implements and monitors the fulfillment of the tasks assigned to the department, the Vice-Rector for Digitalization and the university management;

• organizes work on the development and improvement of organizational, technical, methodological and other management documents;

• participates in the preparation of the annual work plans of the Office;

• prepares an annual report on the work of the department, as well as reports on specific assignments from the Vice-Rector for Digitalization and the university management.

Main job responsibilities:

perform the duties assigned by the employment contract, internal acts of  the Company and this job description in a high-quality and timely  manner;

timely and conscientiously execute the instructions (received tasks) of the head of the Department within the competence of the position;

within the competence to advise the Company`s employees;

Take on anti-corruption restrictions;

take care of the property of the employer and employees;

inform the employer about the situation that has arisen that poses a threat to human life and health, the safety of the employer`s and employees` property, as well as the occurrence of downtime;

strictly apply and use for their intended purpose the means of individual and collective protection provided by the employer;

not to disclose information constituting an official, commercial or other legally protected secret that has become known to him in connection with the performance of work duties;

observe labor discipline, as well as the requirements of norms, rules and instructions on occupational safety and health, fire safety and industrial sanitation in the workplace;

perform other duties within the scope of the powers and competencies of the position, as well as those provided for by the labor legislation of the Republic of Kazakhstan and other laws of the Republic of Kazakhstan.

Education:

higher or postgraduate education in the field of information technology, computer science or related disciplines

Required professional experience (duration, scope, other)

work experience in the field of software development for at least 8 years, including experience in managing a development team for at least 2 years;    

Professional competencies:

• knowledge of general issues in the field of information security.

• skills in working with programming languages, preferably Java, PHP, JavaScript, Typescript, HTML5, CSS, jQuery, Tailwind CSS, Python, FastAPI, Django, Vue3, React, Docker, NGINX, HAProxy, Caddy.

Personal competencies and qualities:

Sociability, responsibility, accuracy, diligence, diligence, ability to work in a team and independently.

Knowledge of languages, including the state language (list of languages that the candidate must speak)

Kazakh, Russian

Computer skills:

MS Windows, MS Office/XP 2000, 2003,2007/ (MS Word, MS Excel, MS Outlook), Internet, Page Maker,
