«Law on the status of a teacher» and the program for the development of education and science for 2020-2025 received wide support

Only until the new 2020, there were two major breakthroughs in the country`s education sector. One of them was the Law of the Republic of Kazakhstan «On the status of a teacher», and the other was the «State Program for the Development of Education and Science for 2020-2025». Undoubtedly, these two documents are documents that begin to raise the country`s education system to a new level, increase the prestige of teachers, protect their rights and lead to true creative pursuits.

The teachers and staff of the Abay Kazakh National Pedagogical University - the Leader of the country`s educational institutions with satisfaction supported the law and the program. Recently, university employees came together to revise the concepts, goals and objectives set forth in these documents, and to consider ways to achieve them. The rector of our university Takir Balykbayev emphasized the importance of the «Law on the status of a teacher» and the State Program for the Development of Education and Science for 2020-2025 and gave the floor to the vice-rector of our university, Aktolkin Kulsariyeva.

Vice-rector Aktolkyn Kulsariyeva recalled that in 2015 Kazakhstan made a commitment to achieve the UN Sustainable Development Goals for the period until 2023, including 4 Goals, which aims to ensure high-quality and continuing education of people, and that in this regard a new program was adopted. The «State Program for the Development of Education and Science of the Republic of Kazakhstan for 2020-2025» is aimed at resolving all key issues in the field of education. It covers the key issues raised by Elbasy and the President, and describes medium-term and long-term government programs.

The main objectives of this program are: to raise the education and science of Kazakhstan to the level of global competition; youth education and upbringing based on common civic values; increase the contribution of science to the national economy. To solve the tasks, 5 areas out of 11 tasks were identified. These tasks are ensuring the high status of the teaching profession, modernizing teacher education; reducing differences in the quality of education in urban and rural schools; the formation of a safe and comfortable learning environment, the introduction of an updated system for assessing the quality of education of students, teachers of educational institutions based on best practices; continuity of education, training in accordance with economic and regional characteristics. At the same time, the main directions of the program will be the provision of intellectual, spiritual and moral development of students, the development of digital infrastructure and material resources of modern educational institutions, the introduction of a new model of the management and financing system, and the formation of the intellectual potential of science.

The vice-rector also said that the program plans to increase teachers` salaries in order to develop human potential and take into account their professionalism. He also emphasized that the new program covers a number of pressing issues, such as new tasks in the field of preschool education and upbringing, the creation of safe and comfortable conditions for children. He said that the government will provide funding for these tasks, and also shared his thoughts on the work that the university will carry out to implement the state program.

University Rector Takir Balykbayev in his report on the «Law on the Status of a Teacher» examined sections, articles and the significance of the law, and outlined the main goals of its implementation.

- Since Abai Kazakh National Pedagogical University is the basic and educational center of pedagogical universities in the country, we are obliged to lay the foundations for compliance with the Law «On the status of a teacher».

First, we need to create the prerequisites for the development and implementation of educational programs for teacher education. We are considering the possibility of introducing the «Pedagogical Ethics» course in the educational process and developing the «Mentoring» system to help young graduates who are just starting to teach during the pedagogical practice. The main focus will be on improving the quality of education and developing an open and online education system using the world`s best educational practices.

In accordance with the law, special attention is paid to improving educational programs of the pedagogical profile, improving the qualifications of teachers», said rector T. Balykbayev.

During the discussion, Director of the Institute of Pedagogy and Psychology Berikzhan Almukhambetov, Director of the Institute of Natural Sciences and Geography Kulyash Kaymuldinova, Director of the Department of Science Sayabek Sakhiev and others shared their views on the issues discussed. Participants supported the «Law on the Status of a Teacher» and the State Program for the Development of Education and Science for 2020-2025with satisfaction.
