New Opportunities for Graduates: Career Growth in Public Service


As part of the implementation of the Public Service Development Concept, it is planned to increase the proportion of public servants holding academic degrees such as Doctor of Philosophy (PhD), Doctor in Profile, or Master`s degree.

 

According to Paragraph 6 of Article 15 of the Law of the Republic of Kazakhstan "On Public Service of the Republic of Kazakhstan," individuals who have completed their studies in educational organizations within the framework of a state order under higher and/or postgraduate education programs with a learning result of no less than (GPA 3.33), as determined by the authorized body, may, within one year after completing their studies, be appointed to the following administrative public positions of corps "B" without a competitive selection:

 

- Junior positions in the offices of the akim and the maslikhat of a district, region, or city of regional significance (except for cities that are regional administrative centers);

- Non-executive positions in the executive bodies of a district, region, and a city of regional significance (except for cities that are regional administrative centers), financed by the local budget;

 

- Non-executive positions in the office of the akim of a city of district significance, village, settlement, rural district;

 

- Non-executive positions in the territorial subdivisions of central government bodies and their agencies in the district, region, or city of regional significance (except for cities that are regional administrative centers).

 

If they meet the qualification requirements, graduates may be appointed to vacant positions (in state bodies of the regional center, for leadership positions, etc.) following participation in competitions on the website www.gov.kz and through the external portal system www.eqyzmet.gov.kz.

 

Note: From March 1 to December 31, 2023, a new format for public service selection was tested in several state bodies based on the "E-qyzmet" information system. Currently, selection in this new format is being conducted in 44 state bodies. This format provides a simplified approach to the selection process for public service and completely eliminates the influence of the "human factor." Applicants can participate in the competition online, 24/7, at their convenience, except for the online interview, which is conducted at a pre-arranged time.

 

Furthermore, the School of Young Public Servants operates under the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in the Almaty region (hereinafter referred to as the Department), with the primary goal of attracting talented and active youth to public service. Graduates and final-year students interested in public service undergo free training and are sent for internships to selected public bodies.
