Head of the Digitalization Department

 

The main functional responsibilities of the structural unit:

 

manages the management;

 

coordinates the work to fully ensure the operation of information systems, according to approved business processes, and meet the needs of users of these systems;

 

identifies the needs of teachers, students, administrative and educational support staff in digital tools and services;

 

participates in the development of technical specifications for the development of information systems, software and digital services, according to the development strategy of the NAO "Abai Kazakh National University", the strategy of digital transformation and the needs of employees;

 

accepts completed work on technical specifications for the development of information systems and software;

 

ensures that subordinate personnel follow the rules and safety instructions;

 

monitors compliance with established requirements, applicable norms, rules and standards in management;

 

organizes work to improve the scientific and technical knowledge of management staff;

 

creates conditions for the effective functioning of Digitalization Management through the development and maintenance of methodological and technical tools;

 

forms and develops the human resources potential of management;

 

implements and monitors the fulfillment of the tasks assigned to the office by the Vice-Rector for Digitalization and the university management;

 

organizes work on the development and improvement of organizational, technical, methodological and other management documents; 

 

Draws up annual management work plans;

 

prepares an annual report on the work of the department, as well as reports on specific assignments from the Vice-Rector for Digitalization and the university management.

 

Main job responsibilities:

perform the duties assigned by the employment contract, internal acts of the Company and this job description in a high-quality and timely manner;

 

timely and conscientiously execute the instructions (received tasks) of the head of the Department within the competence of the position;

 

within the competence to advise the Company`s employees;

 

Take on anti-corruption restrictions;

 

take care of the property of the employer and employees;

 

inform the employer about the situation that has arisen that poses a threat to human life and health, the safety of the employer`s and employees` property, as well as the occurrence of downtime;

 

strictly apply and use for their intended purpose the means of individual and collective protection provided by the employer;

 

not to disclose information constituting an official, commercial or other legally protected secret that has become known to him in connection with the performance of work duties;

 

observe labor discipline, as well as the requirements of norms, rules and instructions on occupational safety and health, fire safety and industrial sanitation in the workplace;

 

perform other duties within the scope of the powers and competencies of the position, as well as those provided for by the labor legislation of the Republic of Kazakhstan and other laws of the Republic of Kazakhstan

 

Business trips:

Partial business trip as needed

Education:

higher or postgraduate education in the field of information technology, computer science or related disciplines

Required professional experience (duration, scope, other)

work experience in the field of informatization for at least 5 years, preferably in organizations of higher and postgraduate education;    

Professional competencies:

knowledge of the regulatory framework in the field of education, information security and information and communication technologies is desirable.

knowledge of the basics of product management (flexible approaches in software development, customer development, gemba, etc.);

Personal competencies and qualities:

Sociability, responsibility, accuracy, diligence, diligence, ability to work in a team and independently.

Knowledge of languages, including the state language (list of languages that the candidate must speak)

Knowledge of Kazakh and Russian languages

Computer skills:

Outlook, PowerPoint, Salem, MS Windows, MS Office/XP 2000, 2003,2007/ (MS Word, MS Excel, MS Outlook), Internet, understanding modern digitalization technologies, including cloud services, big data, artificial intelligence, Internet of Things;1C:
