On 20 April 2018 an international scientific and practical conference "The Constitution and public freedom: the formation of a legal model (the experience of Kazakhstan and France)" took place at Sorbonne-Kazakhstan Institute.
The conference was organized by Abai KazNPU, the First President of the Republic of Kazakhstan Foundation - Elbasy, the Embassy of France in Kazakhstan and the French Institute of Studies on Central Asia.
The conference was attended by the rector Abai KazNPU Takir Balykbaev, Ambassador of France Philippe Martine, experts from France, representatives of state organs of the French Republic, the Chairman of the Constitutional Council of the Republic of Kazakhstan Kairat Mami, Deputy Executive Director of the Foundation of the First President of the Republic of Kazakhstan - Elbasy, member of the Venice Commission of Council of Europe Igor Rogov, Deputy General Prosecutor of the Republic of Kazakhstan Marat Akhmetzhanov, Chairman of the Specialized Court Collegium of the Supreme Court of the Republic of Kazakhstan Aigul Kydyrbaeva, Prosecutor of Almaty Berik Jouyrktaev, Rector Kunaev EAL, Professor Jalairi Omirali and others.
Opening the conference, rector Takir Balykbaev, noted that the Sorbonne-Kazakhstan Institute at Abai KazNPU was opened by the Presidents of Kazakhstan and France and has already become an interactive platform for a number of important events.
The Ambassador of France to the Republic of Kazakhstan, Mr. Philippe Martine, noted the importance of developing further bilateral cooperation between Kazakhstan and France, and announced the signing of the document on the implementation of the Abai-Vern program jointly with the Minister of Science and Education of the Republic of Kazakhstan, Yerlan Sagadiyev.
In his greeting, the Chairman of the Constitutional Council of the RK Kairat Mami stressed that the degree of legal regulation of rights and freedoms, as well as the quality of law enforcement, show the level of development of the country, the welfare of the population and, ultimately, determine the world rating of the state.
The conference was moderated by Deputy Executive Director of the Foundation of the First President of the Republic of Kazakhstan - Elbasy, member of the Venice Commission of the Council of Europe from the Republic of Kazakhstan Igor Rogov, who noted that the constitutions of both countries have a lot in common. The moderator also informed that French experts took an active part in drafting the current Constitution of the Republic of Kazakhstan, the fact that the experience of France was taken into account in the legal construction of Kazakhstan and the formation of such special spheres as law enforcement and the judiciary. At the conference, French experts noted the importance of public freedom during the terrorist threat and state of emergency. Kazakhstani experts, in turn, recalled that during the constitutional reform the Constitution of the Republic of Kazakhstan was amended on the issue of deprivation of citizenship in the light of countering terrorist and extremist activities.
Both sides came to the conclusion, that holding such forums with the invitation of national experts from Kazakhstan and France is very productive and promotes mutual exchange of experience.
