Anti-corruption work continues


There is constant anti-corruption monitoring at the university. After each midterm control and examination session, students are anonymously surveyed about corruption components. On the basis of the results of the questionnaire the management of the university makes managerial decisions on correction of the revealed lacks.


In order to improve the quality of education and the formation of an anti-corruption culture among young people at all institutes, meetings were traditionally held with the participation of the leadership and members of the Anti-Corruption Council (14 meetings), separately with the directorate and teaching staff of the institutes (567 people) and with students, undergraduates and doctoral students. At the meetings, the composition of the Council`s anti-corruption commission was presented and information was provided on the Parasat centre and measures taken to prevent corruption. The participants were familiarized with the rules of conduct during the examination session, compliance with the Code of Academic Honesty and the ongoing comprehensive work to prevent corruption at the university.


During the current academic year, four anti-corruption surveys were conducted at the University with the participation of the Student Rectorate, including (a recent online quarantine survey on the presence of corruption components) conducted by the Center for Applied Research «Talap» on behalf of the Anti-Corruption Agency of the Republic of Kazakhstan in Higher Education Institutions, in which 948 students took part.


During the winter session, members of the monitoring group on the prevention and formation of zero tolerance for corruption among active students held an action «Session without corruption», as well as sociological surveys. The number of students who answered the questionnaire for all courses reached 2893.


As a result of the winter session, one student was expelled for non-compliance with ethical requirements (for using a mobile phone in the exam), 61 students were severely reprimanded (for using cheat sheets).


In the period from February 17 to February 25 of this year, with the participation of the Committee on Youth Affairs and the Student Rectorate, surveys were conducted on the quality of education, problems of hostels, and educational policy. About 5300 students of 1-4 courses studying in undergraduate studies took part in the survey. Percentage calculated survey results are planned for consideration at a meeting of the administration.


To promote integrity in the field of student youth and the formation of zero tolerance for corruption among young people, a student club «Sanaly Urpaq» was created (consisting of 209 student activists), which has cells in each institute. The club`s work plans include complexes of measures aimed at creating a person who is resistant to corruption.


Club members participate in contests of the Republican project office «SANALY URPAQ» on anti-corruption topics among university students, such as the best essay, poem, drawing, poster, sticker, video.


At the university (from January 29 to February 4, 2020), in order to prevent and combat manifestations of corruption a poster competition «Corruption through the Eyes of Artists» was held among students of the art-graphic department of the Institute of Art, Culture and Sports. The contest was attended by 24 students and 20 works were presented. The Minister of Education and Science of the Republic of Kazakhstan A. Aymagambetov visited the exhibition of competitive works.


March 12, 2020 at the initiative of the Center «Parasat» in the framework of the introduction of international anti-corruption standards held a seminar «Training of internal auditors on the management system of anti-corruption to the requirements of international standard ISO 37001:2016» with the participation of leading experts from all departments of the university (83 people).


24 groups of auditors among the trained employees carried out audits for compliance with the international anti-corruption management system (IAMS) implemented at the university.


On March 27, 2020, an online lecture was held by the head of the republican project office «Sanaly Urpaq» Kaiyrzhan Tokushev on the topic «Formation of an anti-corruption culture». The event was attended by the Commissioner for Ethics and Anti-Corruption, First Vice-Rector, Director of the Center «Parasat», heads of structural divisions and deputy directors of institutes.


At such lectures, the issues of proper organization of measures to form an anti-corruption culture, internal and external monitoring, control over compliance with anti-corruption standards, and the work being done by the Anti-Corruption Agency of Kazakhstan are widely discussed.


Employees and trainees can directly contact the center «Parasat» in case of detection of corruption phenomena, conflict of interests or any other actions in this direction. For each appeal an inspection is conducted (in the current academic year seven appeals are considered), the results are reported to the Commissioner for Ethics and Counteraction against Corruption.


Besides, by order of state bodies for placing the information concerning activity of university, formation of feedback with physical and legal bodies, in a social network photos, a post, contact phones and personal official page of the commissioner on ethics and counteraction to corruption risks are placed.
