Zhaina Ubaidullaevna Sultanbaeva was born on 30January, 1972 in the village of Chulak-Kurgan, Turkestan region. In connection with the change of work of parents, the family moved to the city of Zhanatas, Taraz region, where she graduated from the secondary school named after P. Morozov. She entered the Almaty Pedagogical Institute of Foreign Languages ​​(APIFL). She got married and she received an academic leave to care for a child. After an academic leave for family reasons, there was a break, after which she was restored to the 4th year. By this time, the APIFL was renamed to KazUIR and WL named after Abylai Khan. In 2002 she graduated from KazUIR and WL named after Abylai Khan and began her career at the same university. She continued her career in universities such as KazGASA and Narxoz University.

Zh.U. Sultanbayeva participated in the UNT in the regions of the Republic of Kazakhstan as the Chairman of the Appeal Commission and the Representative of the Ministry of Education and Science of the Republic of Kazakhstan, after which she was awarded a letter of thanks. She has been in countries like the UK (2015) and South Korea (2018).
